Yes, this is true that these programs have been discontinued.  Way back
in July one of our jobbers contacted me saying I would need to reapply
for each title.  After a lenghty investigation the replies from both
jobber and publisher were that these had been discontinued.  Most of our
titles (G&B) are serviced by a jobber so I have not seen a "live" publisher
invoice as yet.  I wonder what they would do if we deducted 10%?  I
certainly wish "the right hand knew what the left hand doeth"!.  I shall
be listening for your replies.

In response to Scott and Esther, In late summer I received the photocopy
license waiver forms from IPD that I had requested upon the advice of our
vendor. They were complicated, and they were contradicted by the cover
letter from the publisher. The terms of the agreement were not something
my library could legally accept. Thus, I discarded the forms.

Christie Degener and I reproduced both the text of the form and part of
the cover letter, along with further contradictory statements found on
actual journals in _Newsletter on Serials Pricing Issues_, no. 125 and
126, published in October. If anyone wants to see those issues, you can
get them by gopher: sunsite.unc.edu, choose UNC Internet library, then
Electronic journals. Or, by WWW: http://sunsite.unc.edu/reference/prices.
html.

My point here, I guess, is that as of about 3 months ago the publisher
was still "selling" the photocopy waiver. At least to my library. If they
have, in fact, discontinued it, that is, on the surface, a step in the
right direction. However, for some subscribers it's a built-in 10% price
increase.

Has anybody taken this to the ALA/ALCTS Publisher/Vendor Library
Relations Committee?

Subject:      G&B photocopy license

I also called the New York office in regards to the photocopy license
waiver and could not find anyone who knew what I was talking about.
Finally they forwarded my phone call to the Swiss office and I was then
told I needed to speak to someone in New York!  A few days later I
received a phone call from England and was told they would send me a copy
of the waiver form.  When nothing was received, I wrote a letter and of
course, no one has responded to that.  Our director has asked me to
research G&B and the photocopy license fee and make a recommendation.  As
I have been unable to get ANY cooperation from these people, my
recommendation is to cancel ALL G&B, Harwood subscriptions.  Has anyone
had any more success than Mr. Wicks and I have had.  Why is information
so difficult to verify from this publisher?
