I can't find anything Gaele said to disagree with.  In our case, we have set up
our serials system in what I suspect is much the similar situation to KU.  The
big difference is that we have very few foreign titles (our last cut 2 years
ago started with the most expensive and cut the 100 highest priced titles, most
of which were foreign (we now provide faculty members with free access through
Uncover, etc.)).  The problem comes in that it takes time, and time is $$, to
go through all these discussions with vendors (we actually have only 2 other
than our direct orders).

At any rate, we each have our own set of circumstances and solutions; ours
works because we took what we thought was the best from several souces, as I am
sure Gaels's does also.  Those who read these messages will take the best from
all the replies and make things work for them.  That is why we all learn
something from these discussions.

What I want to know is the name of the vendor who does all this the way we
think it needs to be done, within a reasonable timeframe, and when they say
that it will be done you can depend on that happening, and within budget.
