Along with Jim Mumm, I question the disclaimer ("illegal to donate").
Something is illegal only when a law has been broken. Unless there is a
legal citation included in the disclaimer, I doubt donations to libraries
are "illegal".  Publishers may be trying to discourage the generosity of
donors to further their own profits.  However, this is my humble opinion,
and I would suggest you confer with an attorney if accepting donations of
publications with disclaimers makes you feel uncomfortable.
