Thank you all very much for the prompt response to my question. The Date
included in LCRI 25.5B 2) d) is meant for  260 subfield c (Date of
publication).  The clarification can be found in:  CONSER Cataloging Manual,
Module 5, page 12. Thanks again.

from the CONSER Cataloging Manual, Module 5, p. 12 (5.3.3. Dates):
        "Note that the date given is the _publishing date_ (field 260
$c), not the chronological designation.  When basing the description
on a later issue and the beginning date of publication is unknown, use
the publication date or assumed publication date of the issue upon
which the description is based."
