Dear friends,

   On the contrary to most librarians, I NEVER REPLACE
AUTOMATICALLY mutilated or stolen issues. Why ?
Because I think it is an incentive to offenders.
Needed papers from those issues are requested through
interlibrary loan exactely as they are from periodicals
we don't hold and it must be paid for.
It may be said that with such a policy I do not punish
the offender but other innocent people. It is true but
doing so I oblige the group to be responsible for any
wrong-doer in it.
   I have to say I have few problems of that sort
although we have a policy of free access to the periodicals
and we have no access control system. Our library is
a departmental academic library.
