ISSN application forms can be obtained from the National Serials Data
Program at the Library of Congress by calling (202) 707-6452 or writing
to : National Serials Data Program, Library of Congress, Washington, D.C.
20540-4160.

An ISSN application form is also located on LC's gopher server, LC
MARVEL.  In development is an interactive form for LC's web site.

  I am forwarding your message to Regina Reynolds, Head of NSDP (which
assigns ISSNs to serials for the Library of Congress).

  From your question it is unclear if your publications already have
ISSNs and you want them to have new ones because your frequency has
changed (which would NOT be a valid reason for a new ISSN) or if it is
because your publications NEVER had ISSNs to begin with.

  It is my understanding that you would NOT request a change in the ISSN
for a frequency change UNLESS that change is also reflected in the title
proper (e.g. Annual report of the blah blah ... to: Semi-annual report of
the blah blah).  However, I would STRONGLY URGE you NOT to make
unnecessary title changes.

  In my humble opinion, the best way to inform libraries of the change in
frequency of your publications is to SEND A LETTER TO ALL YOUR
SUBSCRIBERS AND DISTRIBUTORS.  I would consider that the most "polite"
way to inform us all, so that we change our check-in records prior to the
next expected issue (and if you could also mention the date/vol./issue
number and expected receipt date of the next issue in the letter).

  Another way to inform your subscribers would be to put a note ON THE
TITLE PAGE clearly indicating "NEW FREQUENCY: STARTING NEXT ISSUE WITH
VOL 2, NO.1 JAN. 1996 QUARTERLY (i.e. Jan,Apr,July,Oct)."
