(Mitch Turitz) It is our experience that SuDoc numbers are not unique, like LC call numbers. We have other GPO serials/monographs with the exact same SuDoc, but no bibliographic relationship. We do not show this as a title change, nor is one indicated in the Marcive file. Sometimes GPO catches on and changes the number down the line is the best hope I can give.
