Absolutely, positively do not consider this a title change!!  As a member
of the Committee to Study Serials Cataloging at the time the rule was
written, I guarantee you that our intention was to include any change in
representation (and/& plus/+ two/2).  Just make a 246 for the alternative
form.  There are far too many confusing successive records.  Please don't
add any more!

Vicki, You're right, it would not be a title change.  The LCRI for AA2r
21.2A1 clarifies that the change in representation of word or words also
applies to changes in numbers versus spelled-out forms and therefore does
not constitute a title change.

LCRI 21.2A gives a further list of conditions that are not considered
title changes.  Numbers vs. a spelled-out form is one of those conditions.
