I put a 580 in serial records where we don't have intervening linked titles:
"Continu(es)(ed by)   abc which continu(es)(was continued by) def "
and  have  corresponding 785 or 0  first indicator 1.  You could include
runs in brackets after each  unheld  title.
Also, for just one issue title change I would prefer a 246  12   ... #f  to
new records.
