Hi!  Our acquisitions librarian forwarded your message to me.

We check bound periodicals to faculty for 3 days, and to students
"overnight"  (meaning
they can check a periodical out one hour before closing and must
return it by one hour after opening the next day).   Current
periodicals are checked out by permission from a reference librarian
(for both faculty & students).  The librarian then is forced to make
that decision about the urgency of the need, the time limit, etc.  In
general it has worked out all right for us.  I believe we have very
informally-written policies that we keep meaning to formalize.  I
think, though, that it'd be very important to have some sort of
written policy in your library, especially if several people are
involved in the decision-making and checking-out of these serials.
