The deluge of renewal notices are a headache every year.  A clerk opens
the envelopes for me (without removing the contents).  I skim them and
send our vendor 1) all invoices and 2) any renewal notice which
indicates an out-of-sequence expiration date.  Everything else is
trashed.

As for the address change requirements, I called the head of our campus
mail room last week.  She, in turn, called the downtown post office.
We've mutually agreed on what to use, and our vendor has been notified.

We had the same problem with vendors and publishers asking for a PO box or
street address.  I spoke to the head of our mail room and then finally I
called the Post Office which is located on our campus and serves just the
campus.  I found out that they had 2 PO Box numbers for the campus.  One
was for all of the students who had boxes within the campus and the other
number was for all administrative offices including the library.  They of
course did not use them, but felt that these 2 numbers would satisfy the
requirement.  The number is 5 or 6 digits and includes some of the numbers
in the zip code plus the 4 extra numbers.  I used this number for my
vendor renewal list and give it to the other vendors when asked. I
shared this info with the purchasing department and mail room.  It
took some digging to find that we had these numbers but at least they
off my back.  Hope this helps.

I seem to recall getting a form letter from our serials subscription agency
before we got our annual renewal list explaining the need for a street
address. I filled that in and returned it, but I'm still getting some
letters from publishers asking for the same "correction".

We have the same problem in that our campus mail PO uses campus boxes for a
delivery address.  I don't think that would be counted as a "post office
box".  Our solution is to give an "official street address" that the
business office uses and that seems to be adequate.
