As far as we are concerned, this is theft of University property.
We do call the Univ. Police as well as the Dean of Students.  No
one has been arrested yet but several have missed expulsion
by the skin of their teeth.  We charge replacement/and or binding costs
plus fine that varies with the circumstances but is usually around
$10.00.
My effort to institute public hangings was not accepted (you know
what bleeding heart liberals we have in these academic settings :))

We add a $100.00 fine to the replacement cost of wilfully damaged
library materials, no matter how small the damage may be, eg., an
article cut out of a newspaper that we only keep for 4 months.
