        "Title page" is hardly ever a helpful idea for serials.  A title
page for a serial would look just like a title page for a book.
Relatively few serials have them, in my experience.

        No, this box is called the masthead.

        According to AACR2R, rule 12.0B1, when a serial doesn't have a
title page, we can use any of the following sources as a substitute in
this order of preference: (comments in parentheses are mine):

        analytical title page, cover, caption (think of a newsletter, with
the title at the top of the page, and articles underneath--the little area
with the title is the caption), masthead, editiorial pages (title of
contents page would be considered here, I believe), colophon, and other
pages.

        Yes, they do -- but because the cover title did change, and the cover
takes precedence, the title can be considered to have changed.  At least
they took 100 years to do this!
