Subject:      Question concerning special edit

Andrew, I'm not sure we do anything with these "special issues."  It is my
understanding that they are often formatted for specific regions of the
country, and therefore are not nationally indexed.  If I may be so bold, my
advice is to discard the things.

Ok, I'll take a shot at it. If it's a different size and not part of the
continuous volume numbering or pagination, I would bind it separately;
maybe even put it in a pamphlet binder.

If it's part of the continuous pagination, I'd put it in the logical spot.
If it is separately paginated and has a separate and distinct issue
notation (Spring 19997), I'd put it at the end of the volume and adjust
the spine marking to show its existence.

If it absolutely has to be bound with the rest of the volume, then do it;
the binder can adjust the size of the binding.
