I don't know if this applies to the Time special ed., but frequently, if it
is only one issue and not numbered, and especially if it is a different size
from the rest of the journal, I see if it lends itself to being cataloged by
itself (with appropriate links, of course).  If it is the same size as the
rest of the journal and doesn't lend itself to being cataloged by itself, I
generally try to put it in the vol. according to what order it was checked
in.  In other words, if I have v. 40 #3 checked in on 3/6/97 and a Spring
1997 issue checked in on 3/23/97 and a v. 40 #4 checked in on 4/10/97, I
will put the Spring issue between 3 and 4.  Usually this works fine,
although, as with all things serial, not always.  Sometimes you just have to
make a decision.  As to the oversize issue, that can't be cataloged by
itself, more often than not, I let the bindery deal with it.  Hope this helps.
