Kevin,

I suspect it may be because no one's found the time to do so and make
all the necessary corrections.  Since the microfilm is considered a
copy of the paper, I think most catalogers would only add a 533 field
to each of the paper records before downloading to their local
database (assuming they're using one record for both formats)  --
although they might attach a holdings symbol to the OCLC microfilm
record for ILL purposes.
