In short, it depends.  If we sense that the publisher is looking to sign
up individuals as opposed to establishing an institutional connection,
then we do not set up the title for full access in our electronic journals
region.  Some publications, such as Library Issues, require a password
which we can provide to our patrons.  We include access information on our
electronic journals information record.

Our preferred method of institutional access is via IP address, not via
username and password.
