I believe that different indexing sources index journals for different
reasons. The nomination process is popular but is not the only criteria .
There is usually a number of titles waiting to be included in indexing and
the voting process is a way to respond to user demand.

If the journal publishes quality articles and has a wide appeal it will be
discovered eventually. Otherwise...
