The question has been raised why *Eastern European politics and societies*
(OCLC#13538372) is not a title change when since 1990-  it has had the
title *East European politics and societies*    (Our run does not start
until well after 1990.)

I believe it is due to the reason stated in the CONSER Cataloging Manual in
no. 3 of 16.2.3  that the only change is one in representation of a word,
in this case "eastern" vs. "east" ?     Can someone confirm this, thanks
for your help.
