Peter,
  I imagine it would depend on the purpose of the statistics.
  If the purpose of the statistics was to determine cataloging workflow,
you probably would want to include this processing, which sometimes takes
longer than making a complete record for another type of item.
  If it is to determine how many titles are "added to the collection",
again, you would need to tally the remote item if it represented a paid
subscription; if it did not, your institution would need to determine a
policy on how to assign a category to the title.
  However, if it is to determine how many records are added to the online
catalog, this statistic would be misleading!  (But your system should
count that.)
