Subject: Allocation formulas for serials

I am submitting this inquiry for a colleague of mine who, as the
result of
a library reorganization, recently took over responsibility for
serials.

Are there any good allocation formulas for serials?  We have
historically
used allocation formulas for books (considering factors like number of
departmental majors, average cost per book, circulation statistics,
etc.),
but not for serials.
