At Elmhurst Library we treated it as a stand alone Winter 2000 Technology
issue.

After checking with several libraries the prevailing way to deal with this
is to create an entry between v.140:no.10 11/22/99 and v.140:no.11 December
1996.

The separate entry is identified as "Winter 2000. Technology issue,"
although in some cases it is described as a "special issue."
