1. From Donald McKinney's Integrated Timeline v2.1 (September 16, 2006) page 58:
Imperial date 300 The highest common technology available within the Third Imperium reaches TL 13. MT Referee's Companion, GDW, 1988, p. 34.

I would think that the IN would have started upgrading the fleet to J4 in the 300s rather than wait 600 years.

2. I do like the your suggestions as how to go about fixing by being "Departures from the regs (rules), such as the lack of Pplants or Mdrives on Xboats, are therefore possible under certain special circumstances." Unfortunately, that would not have helped me back when I got my first CT LBB 1-3 or CT LBB 5 HG books and my attempts to recreate the official designs that have been released.

3. Thank you for the nod to my posting of the designs, however as Rupert pointed out I've been out to lunch on the posting of the CT LBB 5 designs.

Well the 3I still *had* to have a high-enough TLmax to have been able to 'discover' (achieve) a higher J capability.

Also, it would now appear that the original Xboat system was J3? Later upgraded to J4. 
I wonder why they went with J3 instead of J4, when the 3I had reached J4 capability (TL13) centuries earlier?

Also, & this was something I posted decades ago when the TML was, I believe, still on the 'Sunbane' site, we could just decide (decree? ;-) ) that the various design rules are actually official Imperial  design regulations that vessels are required to adhere to if travel w/i the Imperium is desired. 
(Similar to the way automobiles are regulated w/i the USA)
The different 'regulations' are proposed, enacted, regulated, & otherwise administered by different parts of the Imperial bureaucracy for different, esp military, paramilitary vs civilian, purposes.

Departures from the regs (rules), such as the lack of Pplants or Mdrives on Xboats, are therefore possible under certain special circumstances.
