Or the 5FW resulted in a reprioritization that resulted in a lower priority for the upgrade.

And, as far 'The Rebellion' is concerned, well it didn't really happen dontacha' know!   ;-)

Besides, there's a myriad of reasons that the upgrade wouldn't be apparent.
Esp since, at J4max, the avg 'speed' in 2.6 parsecs.
Maybe the upgrade only yields 3.6? or even less?
Also, what about all the private, semi-private, etc couriers that we all *know* existed.
Word would've gotten out from them almost as fast as the official 3I couriers & maybe even faster & yet there was no mention.
