At this point I'm out of my league concerning what J-number the Express Boat Network when founded and when the network and the IN upgraded the jump drives. I am still plodding along with trying to determine which CT LBB 2 1977/1981 hull sizes where capable of > J1 at TL 9-10, > J2 at TL 11, > J3 at TL 12, > 4 at TL 12, and > 5 at TL 14.

Or the 5FW resulted in a reprioritization that resulted in a lower priority for the upgrade.

And, as far 'The Rebellion' is concerned, well it didn't really happen dontacha' know!   ;-)
(And, once again, a canon conflict crops up in the TU)

Besides, there's a myriad of reasons that the upgrade wouldn't be apparent.
Esp since, at J4max, the avg 'speed' in 2.6 parsecs.
Maybe the upgrade only yields 3.6? or even less?
Also, what about all the private, semi-private, etc couriers that we all *know* existed.
Word would've gotten out from them almost as fast as the official 3I couriers & maybe even faster & yet there was no mention.
