Now all I have to do is run down a copy. I dug my copy of 'GURPS: Alien Races 2' out of storage and confirmed that there is nothing shown to trailing or coreward of the Two Thousand Worlds on the map of the area included in that book. But I think there is on the old 'Red Line' map.

No it definitely was not The Inheritors, (Though I will need to get in contact with Joshua about the Kargol from GURPS Traveller: Humaniti, I think Leonadae is missing a system or two...), I think it was further Coreward.

No map that I'm aware of has any states out there, other than the two tiny exile states now present in Nuughe on TravellerMap. Very few maps get out that far, which is why that whole region didn't even have dot maps until recently. Even the next column of sectors beyond Gateway is all but non-existent beyond the Alien modules and Redline Charted Space map of olde in official print.
Maybe you are thinking of the GURPS inclusion of the Inheritors, out at the trailing edge of Nooq?
