I started Traveller with the Deluxe box and it had two dice. I still have them.
I'm pretty sure I came to the Starter Box later and, without getting into the attic to see what's there, ISTR it *had* two dice but the seller apologized for them not being in there.

(FWIW: I've certainly noted two dice in each box for the bibliography as one I know for sure and I'm about as certain as I could be on the other.)

I'm going through the Classic Traveller CD-ROM, and I note that "Starter
Traveller" was a boxed set of three books, which are included on the CD. I
It also included a card player handout (Mission on Mithril on one side, Shadows on the other) and a card map of Mithril one side and the Shadows overhead view on the other.
You might also want to note that the 'covers' on the CD PDFs have 'titles' that weren't there, added to them or mocked up.
also recall that my original Traveller purchase was _also_ a boxed set,
"Deluxe Traveller", which contained the same material, plus "Book 0: An
Introduction to Traveller" and an "Introductory Adventure: The Imperial
Fringe".
Plus a colour on black map of The Spinward Marches.
