I started Traveller with the Deluxe box and it had two dice.  I still have them.

I'm pretty sure I came to the Starter Box later and, without getting into the attic to see what's there, ISTR it *had* two dice but the seller apologized for them not being in there.

(FWIW: I've certainly noted two dice in each box for the bibliography as one I know for sure and I'm about as certain as I could be on the other.)
