Could be, but maybe in some variations of the OTU, it's like going to an airport like ours (serves a community of a million roughly and is considered an international airport for diplomatic reasons). It can't handle the scope or breadth of a Dulles or O'Hare or the main London one (Gatwick, Prestwick, something?), but it does have smaller scale versions of the same regime so you get health and customs inspection. Bigger planes (the biggest) likely can't manage our runways, but most big jets can.

That's another thing that a starport or trade article/product should do is present a 'high trade/high imperial presence' model and a 'lighter trade/lighter imperial presence' model. That could show the range of 'individual visions' and it could also show that specification/description tools and formats could handle either of these cases.

CT seems to be more like the lighter model, but GT is the opposite, and other versions fall between. Our formats and generation systems could be designed to handle either.

That would be the one mainly used for light in-system traffic, private
craft, etc. As a result it's customs facilities are set up for dealing
with nobles smuggling undeclared pets and such, and not for freight and
speculative cargo. This means it'll be slow, checking the cargo with
pause every time someone more important goes through (and if it's not,
that more important person might choose to take offense at the freighter
that 'dared' to hold them up), and if it's a slow day the customs
officers will definitely go over everything extra carefully, and as
they're not very familiar with this sort of paperwork every single
irregularity, or apparent irregularity, will result in things grinding
to as halt while it's resolved.
