There's a partially completed ringworld in the Hinterworlds. That sector
was published in Challenge, and as far as I know it's still canon.

No, that's not it.

This was definitely pre-Challenge, back in the old days when GDW licensed various outfits to generate sectors or, in at least one instance, a subsector outside of the 3I. I think it was located spinward of the 'Marches & rimward of the Zho's. It was in LBB format & they were all mentioned in a notation when GDW published the 'Atlas of the 3I'<sic>. It was mentioned that the licenses for the 3rd party sectors had expired & they had all been re-generated.
