For some reason, this discussion of "Dark Imperium" vs. just plain old "The Imperium" reminds me of a line from my favourite action hero:

I can see one possible justification for the difference. The IN
doesn't want the tech behind the better low berths getting out, as
having them is a *serious* advantage for them.
