There may be those who consider themselves Vilani by ancestry and true to the culture beyond that Vilani cultural region, but it is a more dilute sense of what it means and those have to exist in cultures primarily different than Vilani culture.
Yes, in SSS I provided a handout [1] on the Vilani to the relevant player but really it amounted to "here's your chance to act all superior". If I recall correctly, at least one of the players who took that on, did this to perfection!
