I'd just like to note that since, AFAIK, all the BG's that the 3I has avail are artifacts of the Ancients, we don't really actually know exactly what use they were designed for.

p.s. I also believe that allowing the J-capacitors to energize (that is what they are designed to do, after all) the J-drive & also the existence of J-torps (in this case I mark down the restriction as a regulatory restriction & not a physical one) doesn't really change things very much at all. 
CT Adventure 4 Leviathan 1980 4th printing is the only source that I found that mentioned the jump torpedo. From p. 35: Jump Message Torpedoes: Consists of little more than a jump drive, fuel, and recording unit. "J-Torps' are used to send messages by automatically broadcasting a per-recorded tape at the conclusion of their jumps."

The information provided does not provided the displacement tonnage of the J-torp, but since it has a jump drive per the design sequences the hull is at least 100 displacement tons. If the J-torp is under 100 displacement tons then it  falls into an alternate Traveller Universe that allows sub-100 jump capable hulls.
