It seems the consensus is that you can build the lower-end black globes
at TL15 if you find samples to reverse engineer.

I recall reading an article where it was mentioned that a cache of thousands of BG's was discovered by the 3I w/i the ruins of an Ancient installation.

Also, the original 'Fighting ships of the Spinward Marches' (CT) mentions that the 'Kokirrak' class BB's were all originally equipped w/ BG's but, for some reason, they were not replaced when they failed so only a certain % are still functioning.

Lastly, the '5thFW' board game has rules for employing  several BG equipped BatRons.
