It's hard to see how administrative paper-generators were conceived as star-spanning travellers getting into fights, jams, crimes, etc and getting themselves out.

Was there some odd reference to something in the 'books that inspired the creators' that suggested bureaucrats as a playable profession were going to be a hot item?

If I had one question to ask Marc in a Q&A, it would be why the Bureaucrat?
