So, I shoot at someone and hit with my penetration of X vs. their armour's value of Y. The ratios here indicate I either: 

Pen < Armour : Zero Penetration
  Success +0 : nothing
  Success +1: nothing 
  Success +2: 1 damage
  Success +4: 2 damage
  Success+8: 4 damage

Pen > Armour: Low Penetration
  Success +0 : 25%
  Success +1: 50%
  Success +2: 100%
  Success +4: 200%
  Success+8: 400%

Pen > 2xArmour: High Penetration
  Success +0 : 50%
  Success +1: 100%
  Success +2: 200%
  Success +4: 400%
  Success+8: 800%

I can use 'Pinpoint Shot' to halve armour value at the cost of a -4 DM (1 level in MT). 
My questions: 
Given most slug thrower penetrations vary from 0 to 7... isn't cloth armour (AV 5) pretty amazing? For the majority of slug throwers, penetration is 2 to 4. AV 5 cloth is nigh impervious.
