If he published it while in Portsmouth, what are his written notes doing in Arizona?

Well, there is the evidence that those notes date from earlier, maybe he stayed in Arizona for a time.

But there's no evidence of that - or of any other notes, so how did he finish the work in Portsmouth without them?
