Sure.  Except with radar, you have to wait for the signal to round trip.  And your radar transmission gives your position away.

I'm assuming the "LI" stands for "Light Imaging," then? E.g. you're using reflected star/sunlight off the target as your data source? If so, wouldn't a coat of flat black paint cut down on useful range?
