IIRC, I got the 3% rate from someone else on this list. I'm not sure of its origin, but I have a vague sense that it was extrapolated from the ship construction budget in one of the CT games or supplements. Imperium? Trillion Credit Squadron? Striker? Sorry, but I just can't recall.

I would imagine that in the OTU, there probably is no fixed rate, so everything is open to negotiation between the Imperium and the individual planetary government, with the world's noble probably playing chief negotiator for one side or the other depending on how he or she came to power.

On the other hand, it's equally possible that the tax rate is fixed but how GWP (Gross World Product) is calculated could be open to manipulation.
