While I do agree that the ship in question is probably a hand-me-down I

have a quibble with a 1,000,000 ton battle cruiser. CT Supplement 9

the Kokrirrak Class DN is 200,000 tons and the Tigress Class DN is

500,000 tons.

Although it is true that the adventure claims that the Fair Phyllis is a "first line battleship" and that it's accompanied by "enough support craft to take on an empire," the text is also very careful to refer to "the interstellar government" rather than to the Empire.

So it's possible that the "government" in question is actually that of an Imperial client state. And this state has bought an obsolescent hand-me-down IN battlecruiser which it *calls* a "battleship" for pride's sake. :)
