Ah!  That's it.  No wonder I wasn't finding it because I'm not in the TNE era but back at 1105 so I didn't think of looking at The Regency Sourcebook.  Great reminder, thank you.

Although looking in there all it says is that were "significant populations" in the subsector.  I guess I'm free to do my own thing.  (For the Con I don't care, but if the adventure was to be published later, I'd at least like to *try* and keep it close to known info).  None of the worlds in Plankwell subsector (District 268 in the TNE era) are listed as client states of the Zhodani (which is a code option), so I'm thinking I'll keep populations a smallish percentage on most worlds that get visited.

I see what you mean about the exodus but that *seems* to be from the Consulate *to* the Regency, so I'm thinking it's more likely Plankwell/District 268 are the recipients of more Zhos rather than them leaving the subsector.

Perhaps the easiest thing to do is not generate these beforehand, but on the fly as the PCs get to a world.  Say, POP CODE - 3.
