I forgot about the +2 DM 'to-pen' for 'energy weapons'.

Now, if the firing ship is the same size & has same comp-size then the 'Tigress' will still get a +6 DM for agility on the 'to-hit' thus resulting in 8 or (@close range) 6.
However if the firing ship is a battle rider type vessel less than 75kDT's, then the size difference would change the 'to-hit' to 7 or (@close range)  5.

For penetrating config the target # is already zero so it's automatic.

For penetrating the meson screen (+2 for an energy weapon) the # would be 3. (virtually automatic as only 'snake-eyes would miss)

The chances (incl the 1/36 chance of pen failure)  =   40.5%   or (@close range)   70%
                                                                                     56.7%   or (@close range)   81%

Still looks too lethal to me.
Or, maybe the intention is/was too simulate the early-model UK BC's at Jutland?

There are still problems. IMO, w/ meson gun accuracy.

Here are the basic basic values for a Class-T meson gun firing at a Tigress.

basic 'to-hit';                      4
'to-pen' config 3-6;            0
'to-pen' screen factor 9;    5

Now all the usual 'to-hit' DM's for 'comp-size', 'agility', etc all apply but don't forget the special +2 a meson gun at 'close range' gets.

Now, you do get a +DM = (screen factor), which is 9 @ Tl15, on the damage tables, but 18 damage rolls is pretty much gonna' kill any ship. 

CT HG had the same problem. 
Meson guns were so deadly & so accurate, even with max screen factor (9 @ TL15), that I found I had to 'jury-rig' some rules mods in order to play a game w/ ships that would last very long once the meson guns opened up.
