We also use EBSCO.  The $10.00 (previously $6.00) surcharge is added to
those titles where the publisher does not allow a discount to the vendor.
In my 2003 renewal list of 1,077 entries, 162 were easily identified as
having the surcharge applied.

My renewal list is only 250 pages, so I make a line-by-line comparison of
the old/current subscription to the renewal list.  This lets me see the
price increases that are already determined, as well as identify the
titles that cost $10.00 less in the renewal than in the previous year.  I
do this line by line comparison again between the renewal list and the
preliminary invoice.  Titles with 40% or greater price increase are
candidates for cancellation.

Prices for any standing order or bill later titles are not included in the
renewal list.  Remember to add a projection for these materials before you
figure the standard 10% increase.  Your contracted service charge is
figured on the last subtotal.

This manual review process has been worth the effort, considering my
institution's ultra-strict rules regarding "quotes" and actual expenses.
Last year's expenditure was within $300.00 of my projection.  May I be so
lucky in 2003!
