What's the scoop on the use of "ceased publication" notes in serials
records?  Is it correct practice to include such a note when a serial is
known to have ceased (and there's no succeeding title)?  If yes, does the
note belong in the bib record or the holdings record, and in which field?
If no, when and why did that stop being standard practice?
