John -- The title proper is defined as 245|a|n|p.  In this case, the title proper for the serial is "Manufacturing engineer" *not* "IEE manufacturing engineer."  In comparing each of the titles that appear on the later issues against the **title proper**, the difference between those two titles does not constitute a major change (as the situation falls under 21.2C2.b3 which you cited as a the rule justifying the change).
