Many thanks to all those who responded.  A brief summary of responses is
posted below:

*	Go to PubMed for specific instructions
*	May be easier to use Outside Tool with ILL links
*	Will need a provider ID/password from NIH for provider information
file
*	Need specific URL from PubMed or PubMed account
*	Contact LinkOut support directly for set-up
*	Link added to database page
*	Made a web page as proof of conditions met

*	Process pretty simple thanks to SFX export tool
*	LinkOut to SFX use increased
*	PubMed set up as SFX source
*	There are gotcha's in the SFX export
*	Use PubMed export from SFX
