COUNTER initiative.

For e-journals, this is the current standards document.
http://www.projectcounter.org/code_practice.html

COUNTER-compliant statistics are the only way to go.  This
ensures your data is the same as other publishers.  The
miminum reports we expect are Journal Report 1 and
Database Report 1.
