Your question is well timed, because IGI Global recently announced a
perpetual access model for the InfoSci-Journals database
(, which provides the full-text of 60+
peer-reviewed titles (expanding to 100+ titles next year) in computer
science and information technology management.

The annual site license fee provides for perpetual access to subscribed
years, plus complimentary access to the backfile while the subscription
is active. Perpetual access to the backfile, which begins with the year
2000, can also be purchased for an additional one-time fee.

IGI Global is not currently charging a maintenance fee to institutions
that have purchased perpetual access.

We purchased Annual Reviews, The American Physiological Society, some of
Nature, different packages of ScienceDirect, SpringerLink and Wiley.

At the moment there is no annual fee.
