We use provisional records (9xx) only with things that are not part of
the permanent collection because these records are not authority controlled.
We use them for on-order records which are overlaid when the piece comes in
and is cataloged. We also use them for memberships and discards. Pseudo-bibs,
using 1xx fields, are used for titles that need a serial record for checkin
and standing order information, but are not really serials, such as the
International Conference on AIDS. These records are authority controlled.
