Subject:      cataloging special issues

According to CONSER Cataloging Manual 17.6.3.b, we are to consider if the
special issue carries the numbering of the main work in determining if it is to
be cataloged separately or not.  What is done when special issues carry
only the volume number, not the issue number, and the monthly date designation?
Baumeister has vol. 92, no. 10 (Oct. 1995) and special issue v. 92 (Oct. 1995).
There is also a v. 92, no. 4 (Apr. 1995) and a special issue v. 92 (Apr. 1995).
