Fax paper is notorious for yellowing quickly, and it has almost no life expectancy. You would have to photocopy each issue completely if you expect to keep it for any time at all. I would protest to the publisher. I'm sure they haven't considered this aspect. Good luck. If this is the latest trend, I think I want to retire. I would crawl on my hands and knees to the appropriate bibliographer and plead for cancellation of the title. They can be found in OCLC by doing a keyword note search on the word "fax." My first reaction is not to call it a title change unless the title really does change. Even though the distribution method is different, it's still a print publication and it's not really a reproduction if the "original" is never made available by the publisher.
